Extractor fan in kitchen a fire hazard?

I’ve just moved into a new block of flats in Colliers Wood. When I was unpacking in the kitchen I noticed that the extractor hood/light on above the stove doesn’t work (I made sure all power sockets for this were on). When I asked the landlord why it doesn’t work, they it never has as it’s a fire hazard. Does this sound true to you? I don’t see the point in building a modern block of flats with obsolete extractor hoods.

Initialy, I would have said no but if you google this there are a number of articles that indicate it might be true – such as this one.
