My heating has cut out due to a very old un-replaced pipe breaking, and I would like to know if it is constituted as an emergency as the council will not repair it until 4 days from now

4 days seems like lightning fast compared to what others get. Most tenants have been waiting weeks / months for their landlord to do anything before coming here for help.
