Hi. My flat is about 3 deg differemt from the outside any time of the year.

for eg today it was 35 outside and 31 inside my flat, the same goes in the winter!

At what point as its council can I do something, the electric is over 70 per month basically from the storage heaters!!

Did you contact the council for repairs ? If not, do so and see where that takes you. 

You can also contact the environmental health department at your council and ask for inspection. 

It’ likely the EPC is very very old and the energy performance is really poor due to bad insulation and bad windows.
