The local council have served an improvement notice on the l/l, do i have a right to a copy of the notice, so i know what is likely to need repair?

I don’t know about a right, but you can certainly contact your EH officer and simply ask. There is no need to conceal this information from you, given that you will monitor if the landlord has successfully improved the condition of the property or not.
