Is it possible that council are taking council tax fro landlord and tenants.

Is the above possible.House is multiple occupancy so landlord should,however tenants have been paying council tax for 8 years .Agents and landlord are usless/hopeless.Don’t want to stir up the ‘hornets nest’ till I know this  error is possible

It’s possible if your landlord’s property is not legally an HMO. For HMO’s the landlord is fully responsible for paying the council tax for your property. Does your landlord have an HMO license ? You can request it from them. 

How are you paying council tax? To your landlord or to the council ? If the later, you can contact them and request information on the property you’re paying council tax for. Based on this information you can contact your landlord and inquire about the issue.
