Is there a housing ombudsman in Scotland?

Shelter Scotland has suggested I take a small claims rent abatement action vs my landlord.before I do I wonder Is there a housing ombudsman in Scotland I should use before taking court action?

Thanks but

  The agent is not listed as a member, of  that scheme or two other main schemes. But the website does say  all letting agents must be a member of a scheme and have a  complaint handling procedure. I also looked at the agent’s website but there’s no mention of any of this. Would it be wise for me to write to the agent saying I want to make a complaint about them not agreeing to provide compensation but before doing so  for them to provide me with a copy of their complaint handling process and asking which scheme are they a member of?
