My landlord turned off power to property water, electricity! An then wouldnt let me back into property to collect my belongings since January I’ve had no clothes what is the best step to get me belongings back?

Have you tried calling the police ? 

This is not legal. The landlord can’t keep your possessions and keep you out of your home and stop your water and electricity.
