No Heating and Condensation

Hi all, I am hoping you can help!

My girlfriend and I moved into a flat 2 months ago and it has ceiling heating. We are having some real issues with it… We switch it on and it doesn’t even warm up the flat (bear in mind we had it on for an entire week and no change). Naturally we have mentioned this to the letting agent who have informed us to keep it on because ceiling heating is an old technology and can take a while to warm up (again, we had it on for a week). Upon complaining more, they have said the landlady will supply us free of charge an oil filled radiator to “heat the flat up during the winter months”.

Now, surely this is unacceptable. I am fortunate enough to work from home and during the day I am freezing and have to wear about 15 layers to keep warm. On top of this, the use of heating, as well as the said radiator is surely going to send our energy bills through the roof?!

Has anyone got any advice here because as it is getting colder and colder, this is going to be more and more of an issue. Can I demand they replace the heating?! Or pay money towards our bills?!

We are waking up in the moing with all windows covered in condensation and have to wipe them every moing!

Help would be much appreciated!

Ceiling heating? wow how old is the house?  Not something I’ve come across before, but I do know about the Oil filled rads – they are fine once warm, you have to switch them on a couple of hours before you feel the benefit, but they are better than electric! as they are oil and heat that up for you.
 
I’d see what options you have but I am by no means an expert

Sorry to hear that – no-one should have to live in a property with ineffective heating!  Residential landlords have legal obligations that they must conply with, and this can extend to ensuring that the state of the accomodation is not prejudicial to your health.  Apparently damp conditions could be considered prejudical to your helath – you may want to take a look at this guide –  http://www.rla.org.uk/landlord/guides/responsibilities/obligations_of_landlords_property_condition.shtml
If you feel the landlord is not taking your complaint seriously you may want to consider talking to a legal adviser or solicitor.  This might not cost as much as you think – some will even give out free appointments.  You can find solicitors who do this here – http://www.lawspark.org.uk/
