The utilities in the building have no split meters and I am paying all the bills. my landlord says I should ask the guy upstairs for a fiver every now and then which should cover it. I want split meters so we each pay what is due. He refuses. where do I stand?

Susan- this will be dictated entiely by the wording of your contract. It is states you are responsible for the bills then that is the case. Unless upstairs is a separate property (and not just a room) you wont be able to get separate meters as these are installed ‘per property’.

Failing that, I would give the guy upstairs and the Landlord warning that unless a reasonable agreement is reached you will be shutting of all power, that you pay fr, whenever you are not in the building. That should get their attention!
