whom should I contact to get some legal information on the tenatcy act? I want to know if a dispute is really what it needs to come down to.

You can try Citizens Advice, Shelter and a local law centre. There isn’t a single piece of law covering this area (i.e. no Tenancy Act) but we have a number of different pieces of legislation, such as the Landlord and Tenant Act. Any of those sources should be able to help you make sense of it.
