Q: I got my apartment professionally cleaned, and we waited for the checkout report for two and half weeks even though the report is dated the day we moved out. So he sat on it for two and half weeks. My landlord decided to hire an additional cleaner without consulting us, despite the fact that the cleaner we used had a guarantee to come and reclean it if there were any issues. But because my landlord withheld the report for two and half weeks, we had no idea and now the new tenants have moved it so we cannot rectify the situation with our old cleaner. Our landlord now wants to charge us for the second cleaning, even though he wouldn't have needed to hire another one if he did not withhold the report. Do we, as tenants, have a case to not have to pay for the second cleaning?
