Q: Is the drainage and sewage part of the exterior and therefore the landlord’s responsibility?

Yes. Unless you have blocked the drains by stuffing something large and/or insoluble down them then your landlord has to keep them functioning properly.

With private sewage tanks, which are common in the countryside, your landlord will probably advise you that you cannot flush anti-bacterial substances down the sink or toilet. If you do, then it will be your responsibility to have the septic tank cleaned out (usually around a few hundred pounds).
